In 1979, FBC began its ministry to developmentally disabled individuals. Initially providing care for one developmentally disabled individual so her parents could attend Bible study and worship, the ministry grew quickly as the focus shifted to providing for the physical needs and spiritual nourishment of the individuals themselves. Early on, concern grew about what would happen to these individuals when their parents could no longer care for them. This concern led to the establishment in 1993 of the Mary Kelly Group Home for Women, and in 1994 the Howard Cates Group Home for Men. Both of these homes, located in Spotsylvania County, are operated in partnership with the Developmental Disabilities Ministry of the Virginia Baptist Children's Home and Family Services.
